General Administration of Financial and Administrative Affairs

The General Administration of Planning and Budget was established in 1436 AH to undertake its duties as a general administration for planning and implementation. It is organizationally affiliated with His Excellency the University President and operates within a system of various administrative units to achieve the university’s mission and objectives, in alignment with its vision.

Excellence in the management of financial affairs in a manner consistent with the university’s direction toward local leadership.

Implementing financial regulations and procedures, including electronic disbursement and collection operations, with the flexibility and efficiency required to achieve the university’s objectives, without prejudice to the provisions of control over those financial operations.

  • Automating financial operations through the use of electronic systems and other means to enhance transparency in work.
  • Developing the tools, methodologies, and methods required to improve the efficiency of administrative and financial procedures and operations, and developing electronic services in a manner that contributes to achieving the perspective of digital transformation.
  • Creating an effective work environment characterized by excellence in performance and accuracy in accomplishment.
  • Participating in the preparation of the university’s budget in coordination with the competent entities inside and outside the university, and working to enhance financial appropriations sufficiently to meet the university’s needs.
  • Participating in the development of administrative and financial work procedures at the university and updating technical systems in the administrative and financial fields.
  • Seeking to develop human resources and improve their performance by providing them with opportunities for training, education, and the acquisition of further experience.
  • Establishing and encouraging partnerships with industry, government, local and international institutions, and college graduates.

Financial and Administrative Affairs at the University of Hafr Al-Batin began with the establishment of the university and developed alongside its growth. Following the approval of its separation from Imam Abdulrahman bin Faisal University and King Fahd University of Petroleum and Minerals by royal decree in 1436 AH, it began managing its operations independently. The Financial and Administrative Affairs Department constitutes the backbone of the university. Its main mission is to manage financially oriented operations, with attention to aspects of development at all levels, whether in human resources or technology, and to strive to develop these operations through the administrative aspect at the university. It also gives special attention to the use of the latest methods.
